It is with profound sadness and heavy hearts that we announce the passing of Sam Rabung, our former Director of the Division of Commercial Fisheries at the Alaska Department of Fish and Game (ADF&G). Sam passed away following a courageous and inspiring battle with cancer. His loss leaves a deep void in our agency, our state, and in the hearts of all who knew him.
Sam was far more than a distinguished public servant—he was a devoted husband, loving father, and proud grandfather. He was a mentor to many, a tireless advocate for sustainable fisheries, and a friend to all who had the honor of working alongside him. His legacy is etched into the very fabric of Alaska’s fisheries, and his impact will be felt for generations.
A lifelong Alaskan, Sam dedicated his life to the stewardship of Alaska’s natural resources. He began his long and impactful career with ADF&G in 1981 as a fisheries technician, working on the front lines of fisheries management. His passion for science and sustainability propelled him into leadership roles across the state, particularly in hatchery operations and aquaculture development. He was deeply involved in shaping Alaska’s renowned fisheries management system—a model that is respected worldwide for its emphasis on science, sustainability, and stakeholder engagement.
In 2015, Sam became the Section Chief for Statewide Aquaculture Planning and Permitting. In this pivotal role, he oversaw Alaska’s Private Nonprofit Salmon Hatchery program, aquatic farm permitting, and the regulation of fish transport and research involving fish propagation. His thoughtful guidance ensured that the balance between economic opportunity and environmental responsibility remained at the forefront of aquaculture policy.
In 2019, Sam was appointed as Director of the Division of Commercial Fisheries. His leadership came at a critical time for the industry and the state. Sam brought a steady hand, a sharp intellect, and a compassionate heart to the role. He consistently emphasized the importance of long-term sustainability and scientific research in managing Alaska’s fisheries. Under his guidance, the division reinforced its commitment to maintaining healthy fish populations and vibrant coastal communities. He often highlighted the vital role of the commercial fishing industry as the largest private-sector employer in Alaska and a cornerstone of the state’s economy.
Sam’s contributions extended beyond his formal titles. He served as a voting member on all Regional Planning Teams statewide, where he played a crucial role in aligning regional hatchery and fisheries initiatives with statewide goals. He also served as vice chair of the Governor’s Mariculture Task Force, where he championed the responsible development of Alaska’s mariculture industry, recognizing its potential to diversify local economies and create new opportunities for coastal residents.
Those who worked with Sam will remember his quiet strength, thoughtful leadership, and unwavering integrity. He was a man of principle who led by example, always placing the health of Alaska’s fisheries and the wellbeing of its communities above all else. Whether in a boardroom or out in the field, Sam brought clarity, kindness, and an unshakable sense of purpose to every challenge.
Sam’s passing is a tremendous loss to the Alaska Department of Fish and Game, the fishing industry, and all who had the privilege of knowing him. We extend our deepest condolences to his beloved family—his wife, children, grandchildren, and all those who stood by him during his valiant fight with cancer. Their loss is shared by many, and our thoughts are with them during this difficult time.
Sam Rabung’s legacy is one of dedication, service, and deep respect for Alaska’s natural bounty. His work has made a lasting difference, and though he is no longer with us, his spirit will continue to guide and inspire. He will be missed beyond words, remembered always with admiration and gratitude.
