Visalia, CA — June 13, 2025 — A major breakthrough has been made in the fatal hit-and-run case that claimed the life of a man earlier this week in Visalia. Authorities have arrested a suspect in connection to the tragic early morning collision that occurred on June 11, 2025.

The Incident

At approximately 4:00 a.m. on June 11, officers with the Visalia Police Department were dispatched to the intersection of Noble Avenue and Vista Street after receiving reports of an unresponsive male lying in the roadway. Upon arrival, officers located the victim, who was suffering from critical injuries and showing no signs of responsiveness.

Emergency medical personnel quickly transported the man to Kaweah Health Medical Center, where, despite lifesaving efforts, he was later pronounced deceased. The identity of the victim has not been released, pending family notification.

Arrest Made

On June 12, 2025, the Visalia Police Department’s Traffic Unit, with assistance from the Special Enforcement Unit (SEU), executed a targeted operation at a residence in the 1200 block of West Wren. Dail Hover was located and taken into custody without incident.

Following his arrest, Hover was booked into the Tulare County Adult Pre-Trial Detention Facility. He is currently facing charges including:

  • Vehicular Manslaughter
  • Felony Hit and Run
